New Bethany, Inc., is accepting bids for the following project:
BID #2026-03: Construction Management Services for the New Annex Building located at 335-339 W. 4th Street, Bethlehem, PA 18015.
Sealed bids for the Project must be submitted to Luke Diehl, Facilities Director at 333 Wyandotte Street, Bethlehem, PA 18015 no later than 3 p.m. on MONDAY, AUGUST 17. Late bids will not be accepted.
In general, New Bethany is seeking proposals from qualified professional firms to perform Construction Management services for their new annex building at 335-339 West 4th St., Bethlehem, PA, 18015. The selected firm will serve as Construction Manager and provide pre-construction and construction management services for the Project as summarized in the Scope of Services in the bid packet.
This Project is being supported, in part, with Economic Development Initiative-Community Project Funding through the U.S. Department of Housing and Urban Development (HUD), Commonwealth of Pennsylvania Local Share Account, and other federal, state and local grants, and is subject to the laws, statutes, and regulations associated with these programs.
Bidding construction management companies must NOT appear on Sam.gov’s disbarment list. Other state and federal cross-cutting requirements apply.

A Pre-Bid Meeting and Walk-through will take place on TUESDAY, AUGUST 5, 2026, at 10 a.m. at 333 Wyandotte Street, Bethlehem, PA 18015. To schedule a Pre-Bid and Walk-through on a different date, you must contact Luke Diehl, Facilities Director, at ldiehl@newbethany.org. All Bidders must sign an attendance sheet, and bids will NOT be accepted from Bidders not on the attendance sheet.
Any person with a disability requiring special accommodations must contact Luke Diehl no later than seven (7) days prior to the bid opening.
New Bethany reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteria established in this Request for Bids, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curing of any immaterial defects, informalities, or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and to take any action which New Bethany deems appropriate. New Bethany intends to select that bid(s) which, in the sole option of New Bethany is/are most favorable and in the best interest of residents at New Bethany’s Construction Management Services for the New Annex Building.
