New Bethany, Inc., is accepting bids for the following project:

BID #2026-02: New Bethany Shared Housing Project (“Project”) located at 333 W. 4th Street, Bethlehem, PA 18015.

Sealed bids for the Project must be submitted to Luke Diehl, Facilities Director at 333 Wyandotte Street, Bethlehem, PA 18015 no later than 3 p.m. on TUESDAY, AUGUST 11. Late bids will not be accepted.

In general, the Project comprises of the demolition, renovations, and repairs needed to convert the building from its current multi-office use into a three-bedroom shared living space with kitchen and bathroom for under-resourced community members who are experiencing homelessness and/or housing insecurity. The objective of this project is to ensure the building meets safety, security, energy efficiency, and operational standards for occupancy.

This Project is being supported with Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE) and Northampton County Affordable Housing Program funds and is subject to the laws, statutes, and regulations associated with these programs.

The Project is subject to Pennsylvania’s Prevailing Wage requirements. If the project’s wage rates are modified ten (10) or more days prior to the bid opening, an addendum will be issued to each prospective bidder. Should an updated version be applicable, it will be emailed or faxed as an Addendum to each prospective bidder.

The contractor is also required to contact and solicit Services from Minority and Women Business Enterprises (MBE/WBE) and document their solicitation and commitment on the Federal Form DCA BHD 168 Statement Form with their Bid Submission.

Bidding contractors must NOT appear on Sam.gov’s disbarment list. Other state and federal cross-cutting requirements apply.

The successful bidder is expected to be able to start work September 1 and complete by December 31, 2026.

A Pre-Bid Meeting and Walk-through will take place on TUESDAY, AUGUST 4, 2026, at 10 a.m. at 333 W. 4th Street, Bethlehem, PA 18015. To schedule a Pre-Bid and Walk-through on a different date, you must contact Luke Diehl, Facilities Director, at ldiehl@newbethany.org. All Bidders must sign an attendance sheet, and bids will NOT be accepted from Bidders not on the attendance sheet.

New Bethany reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteria established in this Request for Bids, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curing of any immaterial defects, informalities, or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and to take any action which New Bethany deems appropriate. New Bethany intends to select that bid(s) which, in the sole option of New Bethany is/are most favorable and in the best interest of residents at New Bethany’s Shared Housing Project.
