NEW BETHANY SUPPORTIVE HOUSING AT COPLAY PROJECT New Bethany, Inc, in partnership with Lehigh County, is accepting bids for the following project: BID #2025-01: New Bethany Supportive Housing at Coplay Project ("Project*) located at 1-3 S. 2nd Street, Coplay, PA 18037. Sealed bids for the Project must be submitted to Bill Lohr, Operations Director at 333 W. 4th Street, Bethlehem, PA 18015, no later than 3 p.m. on Tuesday, May 27. Late bids will not be accepted.
In general, the Project comprises of updating the kitchen and creating a case management office with bathroom at our Coplay facility for single formerly homeless adults in order to maintain 20 affordable housing units. This Project is being supported with U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds. The Project is subject to Federal Davis-Bacon Requirements and Pennsylvania's Prevailing Wage requirements (whichever is higher). If the project's wage rates are modified ten (10) or more days prior to the bid opening, an addendum will be issued to each prospective bidder. Should an updated version be applicable, it will be emailed or faxed as an Addendum to each prospective bidder. The contractor is also required to contact and solicit Services from Minority and Women Business Enterprises (MBE/WBE) and document their solicitation and commitment on the Federal Form DCA BHD 168 Statement Form with their Bid Submission. Bidding contractors must NOT appear on Sam.gov's disbarment list. All Bidders shall comply with Section 3 of the HUD Act of 1968 (12 U.S.C. 1701u), which requires preference to be given to hiring low and very-low-income residents of Lehigh County. Other federal cross-cutting requirements apply. Bidders shall have at least five (5) years' experience in construction performed under or similar to CDBG Federal ADA Requirements and Provisions. The successful bidder is expected to be able to start work on June 10 and complete by August 31, 2025.

All Bidders must sign an attendance sheet, and bids will NOT be accepted from Bidders not on the attendance sheet.
